Shelby Grassroots Junior Rifle Club Mission Statement Bylaws The purpose of the Shelby County Grassroots Junior Rifle Club is to: Provide opportunities for Shelby County and Illinois youth to participate in rifle, pistol and BB gun competition; Improve their knowledge and skill in the proper use, care and safe handling of firearms; Develop in them the important qualities of leadership, loyalty, cooperation, and sportsmanship which is essential for good citizenship.
